Obituary
Dr. Geraldine Chapey, of Rockaway Park, NY, on February 11, 2020. She was the beloved wife of Eugene Pasternack. Dr. Geraldine Chapey earned a doctorate in management and labor relations at Rutgers University, an MA from T.C. Columbia University and a B.A. from St. John’s University. She was the CEO of Special Security Inc. and Gateway Protective Alarm Inc. During that time Dr. Chapey has been responsible for overseeing the strategic planning, administration and financial management of the companies. Dr. Chapey served as a Professor Emeritus in the City of New York. She was a tenured full professor of industrial and general psychology in the Behavioral Science Department. As a leader, she had a wide range of administrative and teaching experience. Dr. Chapey served as the Director of the Center for Professional Development at KCC/CUNY. Dr. Chapey was responsible for the development, implementation and evaluation of academic offerings designed to enhance the educational offerings to constituents from business, education, government, labor and industry. Dr. Chapey’s leadership skills were clearly demonstrated by her election and reelection as one of the four principal, city wide officers of the PSC-CUNY. The officers are responsible for establishing personnel policies, au negotiating and implementing collective bargaining agreements; financial analyses and planning; authorization of fiscal expenditures; long range financial projections; supervision and review of the committee for part time instructional staff and the committee for librarians; establishing and supervising official publications.

Dr. Chapey was also elected and re-elected to numerous campus and university wide offices. Dr. Chapey served as the director of the lobbying and legislative programs for the PSC-CUNY. As a result of her successful efforts – Dr. Chapey was noted for her outstanding leadership role in securing funding for day care for students at CUNY, for her tireless efforts to achieve ERS transfer to TRS pension legislation and for her role in accomplishing the elimination of mandatory retirement for CUNY professionals. Her persistent efforts have enabled legislators to develop a critical awareness of the problems facing CUNY higher education. Dr. Chapey’s expertise in contract negotiations was exhibited through her having served as a management representative on the contract negotiating team during PSC negotiations with its professional staff – OPEIU local 153; her serving on the PSC Contract Negotiating Committee including nine years as one of the five PSC representatives in the face to face negotiations with CUNY.

Dr. Chapey’s dissertation analyzed the contract language and specific provisions of the PAC/CUNY agreement. Leadership in the area of finance is demonstrated by service as an officer of the Federal Credit Union Board for nine years – including six as vice president. During that time, the assets of the credit union increased to over $26 million. The Board of Directors responsibilities encompassed strategic planning, direct supervision and monitoring of the implementation of a fiscal plan to; manage and invest the funds; increase the assets; authorize the operating expenses; develop and approve university wide publicity and advertising campaigns; promote and increase membership and determine the financial services to be made available to the members through the credit union. Dr. Chapey’s managerial competence evidences during her five years of service as the director of a career development program at KCC/CUNY with responsibility for fiscal, academic and administrative supervision. Fiscal management includes establishing budgets, directing fiscal analysis, planning and control, and projecting long range fiscal operations. Academic management includes registration, counseling, programing, recruiting and selecting personnel, staff development, grantsman ship, public relations and evaluation. Administrative management refers to the selection and supervisions of campus and on-site facilities. This program is designed to serve multicultural students of all socioeconomic levels advantaged and disadvantages.

In recognition of her administrate talents, Dr. Chapey has received three state wide appointments: the New York State Department of Education Advisory Council on Institutional Accreditation; the New York State Office of Mental Health, Board of Visitors at Creedmoor Hospital and the New York State Department of Labor Advisory Council on Employment and Unemployment Insurance.
Dr. Chapey demonstrated a continuing commitment to standards and quality educations as the Regional Co-coordinator of the NYS Mentoring Program. Papal honors were bestowed on her when she was appointed as a Dame in the Sovereign Military Order of the Knights and Dames of Malta. In addition, the Cardinal recognized her outstanding service by elevating her to the position of Commander with Star in the Knights and Ladies of the Holy Sepulchre.
Dr. Chapey published extensively. For six years, she served as the editor of the national refereed journal, Leadership in Education. Dr. Chapey continued to be a columnist several community newspapers overs the last decade and publishes in the area of psychology, management, labor relations and education. Dr. Chapey has made numerous television appearances.
Dr. Chapey was the founder and executive director of Trinity Services Inc. Trinity Services is a comprehensive, community based program designed for youngsters and older citizens in southwest Queens. It provides services for youth and seniors who live in geographically isolated area. Trinity sponsors three programs: (1) a transportation program, (2) an intergenerational after school program and (3) an educational recreation program. The Trinity programs serve over 2000 people. As a result of hurricane Sandy, the van total. Therefore, the program has been curtailed. Because of her significant achievements, Dr. Chapey has been invited to speak at international, national and local conferences.

Dr. Chapey was named New Yorker of the week by Channel One News for her vast and significant contributions to the community in March 2003. Reposing at Denis S.
